No spamming, advertising. I've tried basically everything as a fix, apart from getting rid of the Dell driver, and using an Intel one instead. I've updated BIOS, no luck. The Power button led blinks indicating the same an on pressing it i get the login screen.However if I have even a single application running Browser/ Word etc.

same problem here. It appears HP computers come from the factory with with a setting that wakes up the computer immediately after it goes to sleep. What worked for me was to remove the hard drive and boot the laptop with out it. I also bought a Logitech USB mouse I bought 2 months ago where you are just supposed to leave in the USB receiver.
